1 - Buy the steam giftcard you want
2 - Make a new steam account with the same region as the steam card, if for some reason it doens't let you, just use a VPN with that same country
3 - Use the steam giftcard you bought
4 - Install CSGO and buy a skin that costs the same price as the steam card and send it to your main account trough a trade offer
5 - On your main account accept the trade offer and sell the skin to get the money on your main account
Done with this you going to lose some money due to steam taxes but its around 2$ for a 20$ giftcard
