Prevent unwanted comments on deal dispute threads

I have 2 deal disputes, and people just jump into them with useless comments. It never helps, and deal disputes should only regard OP, scammer, and mods.
Keep it public, just prevent other users to comment on them.
Allow mods to add allowed users to comment.
People who has something relevant to say should simply open another deal dispute.

People who are also involved with the scam can give more info/screenshots. Otherwise the warning still exists for people not involved.

There is already a warning system, when a user 'joins' the dd for no reason they get warning points assigned.
