Scroll issue on Home page

The shoutbox is forcing a scroll down at every new messages on the homepage when scrolling past the shoutbox.
It's sometimes a huge struggle to use the homepage features (browsing main categories, scouting the sidebar, etc)
It's doing this as soon as the top of the shoutbox has been scrolled past

To reproduce :
- Go on homepage and scroll past the shoutbox
- Wait for members to chitchat kiss smilies and words Kiss

Tested on Chrome, Firefox, Brave
