So, this method requires a very very small amount of money to do, but it's worth it.
I will show you how to create a new Steam account in Turkey, where everything is 95% cheaper. To check prices of games in Turkey, go to https://steamdb.info/
Now we will start.
1. Go tohttps://store.steampowered.com/join/ and create a regular steam account without any vpn, just make a regular steam account, and verify it, and log out (important).
Now comes the part where you need to spend a very small amount of money.
2. Go tohttps://www.eneba.com/store?page=1&text=steam turkey and click on the "Steam Wallet Giftcard 10 TRY Steam Key TURKEY" and buy the cheapest one.
3. Now, once you have purchased the gift card, download a VPN on to your computer. If you want a free one, go to https://windscribe.com/download I used it and it works for me.
IMPORTANT: MAKE SURE TO NOT GET THE CHROME EXTENSION, ONLY DOWNLOAD IT TO YOUR PC!
4. Once you have your VPN, connect to anywhere in Turkey, and log into your account. Now click on your name in the top right corner of steam, and click "Account Details".
5. Click "+ Add funds to your Steam Wallet", now if it says Country: (your real country here), then click on that and click on Turkey and change it. Now click "Redeem a Steam Gift Card or Wallet Code", and activate your giftcard.
6. You have successfully created a new Turkish Steam account! But there are a few rules:
If you try and buy something on your web browser of steam or on your mobile phone using this Turkish account, you will not succeed and it will show the prices in YOUR country and not in Turkey country, so use the PC app of steam to buy.
DO NOT use PayPal or your credit card to buy anything on steam, instead go to https://www.eneba.com/store?page=1&text=steam turkey and buy gift cards and activate them and then buy games with your balance.
