basically i wanna get into that survey website but it says ineligible when I'm using VPN n my friend who's from UK can access it normally so how can i access it (nordvpn premium)

It's because that IP is already used for the survey.
I think your best option is keep swapping servers till you find an IP that has not used the survey yet. Otherwise look into the solution from the dude above me. Never heard about it, but worth looking into.
