VPN for this is for example: Nord VPN. Put the location on preferably a major city in one of the countries where Meta has rolled out the subscription model for messages. Good examples for this are: California (USA), Wellington (New Zealand) or Sydney (Australia).
Dont only try this method with your phone, also use your computer.
Leave some space between your attempts and switch your device per attempt. For example: 10:00 California/New Zealand/Australia time you try with phone, preferably at least 30 minutes after you try through computer and then 30 minutes and we to make sure the chance of you getting blocked for a bit of time
Make sure you do the attempted with the associated email on your IG account and legal name, as you would need these for verifying your profile after. Also sent along your real government ID that you are going to use for the verification after.
