make it so only the 2 users can talk in a scam report

IMO the rules should be enforced a bit harder, where if you don't have anything useful to say you get a warning.

you have a fair point but im not as annoyed at ping as it is yes im annoyed at him but im more annoyed people can talk on threads they arent involved in and maybe if people wanna say smth on scam report they need to be approved
